The initiative was spearheaded by the mayor of Bergamo, who stated that Italians should be in mourning rather than singing from their balconies. The northern city has been particularly hard hit by the viral outbreak and the army was called in to support with transporting caskets.

All flags will be lowered to half-staff on Tuesday and mayors will appear in front of their city halls to observe a minute of silence at 12 pm.
